With effect from 1 January 2024, Italy signs the Administrative Agreement which from 1 July 2023 allows cross-border workers employed resident in a country subject to Regulation (EC) No. 883/2004 and employed in another of these countries to maintain the social security legislation of the country of work, in case of remote work performed by the country of residence for less than 50% of one's total working hours.
LEARN MOREFrom 1 January 2024, the Republic of Slovenia will abolish supplementary healthcare, which until now was provided on a voluntary basis, making it mandatory. Persons insured in another country will not have to pay the compulsory health contribution (OZP), since they are not included in the Slovenian compulsory health insurance and the additional cost will be included in those already covered by insurance and reimbursed, as required by the EU Regulation and in the others Slovenian bilateral agreements with non-EU states. These persons will therefore not have the obligation to pay the OZP, regardless of the fact that they request services and benefits in the Republic of Slovenia: • on the basis of the Slovenian health card issued on the basis of a certificate from the competent health body abroad (e.g. foreign pensioners, cross-border workers resident in Slovenia and employed in another neighboring state) • European cards or replacement certificate (tourists, people with temporary stay in the Republic of Slovenia) • a certificate issued on the basis of a bilateral agreement Zavod za zdravstveno zavarovanje Slovenije (ZZZS) includes costs in the entire contract value when calculating actual costs with foreign insurance companies.

DownloadIn Italy, the person responsible for issuing the certificate electronically is INPS. The service allows workers to submit applications for the release of the A1 portable document online. Through this channel it is also possible to present the request for the release of the A1 certification for the release of the domestic worker and that concerning the civil servant. For the aforementioned types of workers, the subject required to submit the application is the employer. Workers and delegated subjects, employers and delegated subjects can access the service (limited to the cases in which the submission of applications by employers is permitted).
