THE JOINT EMPLOYMENT REPORT PROVIDES AN ANNUAL OVERVIEW OF KEY EMPLOYMENT AND SOCIAL DEVELOPMENTS IN THE EUROPEAN UNION AS WELL AS MEMBER STATES’ REFORM ACTIONS, IN LINE WITH THE GUIDELINES FOR THE EMPLOYMENT POLICIES OF THE MEMBER STATES
EUROPEAN PILLAR OF SOCIAL RIGHTS ACTION PLAN: DIALOGUE WITH CITIZENS AND THE FUTURE OF SOCIAL EUROPE
THE 3 FOLLOWING QUESTIONS ARE BASED ON THE EUROPEAN PILLAR OF SOCIAL RIGHTS, AS PROCLAIMED BY THE EUROPEAN PARLIAMENT, THE COUNCIL AND THE COMMISSION ON 16TH NOVEMBER 2017. THE PILLAR SETS OUT 20 KEY PRINCIPLES AND RIGHTS ESSENTIAL FOR FAIR AND WELL-FUNCTIONING LABOUR MARKETS AND SOCIAL PROTECTION SYSTEMS. THE 20 PRINCIPLES ARE THE BEACON GUIDING US TOWARDS A STRONG SOCIAL EUROPE THAT IS FAIR, INCLUSIVE AND FULL OF OPPORTUNITIES. THE EUROPEAN PILLAR OF SOCIAL RIGHTS ACTION PLAN TURNS THE PRINCIPLES INTO CONCRETE ACTIONS TO BENEFIT CITIZENS, PROPOSING HEADLINE TARGETS FOR THE EU TO REACH BY 2030. THE DELIVERY OF THE PILLAR OF SOCIAL RIGHTS IS A SHARED RESPONSIBILITY FOR THE EU INSTITUTIONS, NATIONAL, REGIONAL AND LOCAL AUTHORITIES, SOCIAL PARTNERS AND CIVIL SOCIETY, SO A SHARED RESPONSIBILITY OF ALL OF US.

CURRENT SITUATION 1: THE CORONAVIRUS CRISIS HAS PUT A HALT ON A SIX-YEAR POSITIVE EMPLOYMENT PROGRESS, WITH AN EMPLOYMENT RATE OF 72.4% BY THE THIRD QUARTER OF 2020
CURRENT SITUATION 2: BY 2016, ONLY 37% OF ADULTS WERE PARTICIPATING IN LEARNING ACTIVITIES EVERY YEAR.
CURRENT SITUATION 3: IN 2019, AROUND 91 MILLION PERSONS (OUT OF WHICH 17.9 MILLION WERE CHILDREN AGED 0-17) WERE AT RISK OF POVERTY OR SOCIAL EXCLUSION IN THE EU
